Counter-Terror Laws Under Urgent Review





The Home Office has launched an urgent review into counter-terror laws after finding police used them illegally to "stop and search".

Home Secretary Theresa May was "livid" when she learnt thousands of people could have been stopped in the street and forced to give their details without proper authorisation.
The failures were discovered as part of a Home Office investigation, launched after earlier revelations that 840 people were illegally searched in the space of just 48 hours in April 2004.
Section 44 of the Terrorism Act 2000 allows police officers to stop people or vehicles in a specified area if they believed it necessary to "prevent an act of terrorism".
The powers can only be used in a designated location, for a designated period of time, which must be authorised by a Home Office minister.
The review shows there have been 40 incidents where the powers were used without proper authorisation since 2001.
A series of errors have been found in 14 forces, including the Metropolitan Police, Sussex Police, Thames Valley Police, Essex Police and Greater Manchester Police, amongst others.

Security Minister Baroness Neville-Jones said: "I am very concerned by these historical administrative errors.
"To maintain public confidence in our counter terrorism powers, it is absolutely crucial all those responsible for exercising them do so properly," she explained.
"I take these matters extremely seriously and have instructed the Department to conduct an urgent review of current procedures to ensure that errors can be prevented in future".
Solicitor Corinna Ferguson, of civil liberties organisation Liberty, said: "We are grateful to the Government for making these blunders public but they merely highlight the ongoing dangers of secret stop and search authorisations.
"This is one of many objections to a power that has been found unlawful in the Court of Human Rights and has been more of a hindrance than a help to anti-terror policing."
Lord Carlile, the independent reviewer of terrorism legislation, has been informed.
Officials at the Home Office, National Policing Improvement Agency and Association of Chief Police Officers are also examining the findings.

I totally agree with this new government directive. I think people should be free to come here and scrounge benefits, jump the housing queue and plan to bomb the very people that pay their passage without interference from the state.What is the world coming to when west hating terrorists are given a hard ride by their host nation..its just not British..tally ho.

Fact is, everybody is all concerned about these guys - but when a massive attack happens everybody is concerned the home office and DOD weren't effective enough.

The liberal & PC group want it both ways they just want you to stop drug dealers and terrorists.
But no one else who may fit the profile.
Colour and race play a key part in assessing who to stop.
We still have problems getting them to wear coats
with drug dealer, or terrorists.
WTF do they expect.
I don't care if you stop me 8 or 10 times a day.
