Reservists are unique in the fact that they are funded by the federal government and not by the states which is how the guard is funded. All that means is when the reserves are activated it is done so by the federal government under title 10 USC. The reserves gets all orders and directives from the feds. When the guard are activated they can get activated by the individual state which gives them their directives and orders.
This is why you did not see any reserve units on the US/Mexico border. The government did not want to put federal troops on the border. This is also the explanation for the guard going down there with not ammo and no real support or mission.
