About the results of the operative-and-strategic exercise "Zapad-2009" ("West-2009")
On October, 3rd the Chief of the General of the Army Staff of the Armed Forces of the Russian Federation - First Deputy Minister of Defence of the Russian Federation General of the Army Nikolay Makarov commented on the results of the operative-and-strategic exercise "Zapad-2009" ("West-2009") to the Russian television programmes.
«From June till October this year manoeuvres of troops and forces of the Armed Forces of Russia "Osen-2009" ("Autumn-2009") are conducted. Within the limits of these manoeuvres exercises "Caucasus-2009", "Ladoga-2009", "Zapad-2009" ("West-2009") have been completed. At the moment operative exercises with a number of associations and formations of the Services (the Arms) of the Armed Forces of the Russian Federation, the Caspian flotilla together with the Navy of Kazakhstan are taking place. Manoeuvres will come to the end with the incorporated exercise of the Collective forces of operative reaction of the CSTO in Kazakhstan.
The exercise "Zapad-2009" ("West-2009"), certainly, was a most significant action of this year. The main feature of this exercise is that the planned actions of the Russian troops (forces) with the Armed Forces of Belarus have found practical realisation directly afield, in the beginning in the territory of the Russian Federation, then in the territory of Belarus. I'dlike to stress that the troops acted harmoniously, they solved all those tasks, which were put before them.
On the results of the exercise serious conclusions are drawn. The first conclusion that we could fulfill afield a number of tasks of the inter-Service grouping (the Land Force, the Air Force and the Navy) as in the territory of Russia so in the territory of Belarus. I should tell that during the exercise "Zapad-2009" ("West-2009") we have proven correctness of the sights on re-organisation of the Armed Forces at transition to their new shape.
The second conclusion consists that commanders and army headquarters of all levels afield have fulfilled practical tasks. We have carried out troop movement by railway, air, sea. Troops also made marches. All spectrum of operations, both offensive and defensive, including landing of operative and tactical air and sea assaults, guard of sea coast is fulfilled. That is practically all Services and Arms of the Armed Forces have taken part in the exercise.
Certainly, there were lacks. During approbation of new forms and methods of combat operations we came to two conclusions. The first - operations have got very dynamical, mobile character. Frequently there is no strongly determined front of defence or attack, and consequently tactics of actions, application of troops in the operative sense have essentially changed. In view of this it is necessary for us that each general and officer would understand it and could operate in these new conditions.
The other conclusion, which has been made by us, is following. To be at war in a new fashion, to solve tasks in new conditions it is necessary to have corresponding military technical equipment and arms. For example, during the exercise we tested new technical equipment: multipurpose fighter-bomber Su-34, helicopters Mi-28 and Ка-52, modernised fighters Su-27 and Su-24, attack aircraft Su-25. They have proven to be very well and very reliable. But there are also problem questions in maintenance with arms and military technical equipment. The Military-and-Industrial Complex should realise a number of tasks that we would receive really those samples of technical equipment, which are demanded for today by the Armed Forces of the Russian Federation.
Our control system has passed serious approbation. Transition to the three-level system: brigade - operative command (army) - operative-and-strategic command (military district) has confirmed our hopes, which we assigned to it. It has appeared as very reliable, simple and effective control system.
I should note that our Russian soldier has proven to be from the most best side. During carrying out of the exercise there were neither moaning nor complaints to existing difficulties. For these days in troops there was no crime and incident. It once again confirms that when troops are engaged in the deal, both quality of training of troops and condition of military discipline, and all that we name everyday life of troops sharply improve.
All the tasks we put before ourselves during this exercise are practically realized. It proves to be true that we are going along a correct, true way. The adjusted totals on results of all exercises, which are incorporated by manoeuvres "Osen-2009" ("Autumn-2009"), will be brought in November».
