Read the first line "which the U.S. government could use lethal force in a foreign country". This has nothing to do with authorizing any drone strikes on US soil. It just authorizes the killing of a US citizen on foreign soil who is working with al-Qa'ida.

OK, a few points here.... 1. I'm not an American, however my job has a lot to do with legalities.
2. I read this document word for word and there is not a single word that talks about targeting common criminals nor does it talk about targeting on homeland.
3. It does talk all about foreign countries/soil and affirming that the drones will be used if that country can not or will not attempt to capture the target, or if it is unsafe to do so.
4. It talks all about the target having to be a high level member of al Qa'ida, or if not a high level, they must be a threat to the homeland in the sense of planning to execute a terrorist attack, and if that is the case, point three is to be followed (capture if possible).
5. On a personal note, I know that It's damn near impossible and Americans think it IS impossible, but what if the war came to the homeland? What if it were like Red Dawn (I know it's a bad example, but anything is possible). If there were US citizens working with the enemy on US soil, would you not want the legal ability to strike at the enemy, even if it's on US soil, but behind enemy lines?
From what I read, this has nothing to do with targeting a murderer or thief with a drone on US soil, it has to do with targeting known terrorist, that are American citizens, on foreign land providing they can not be captured.

I agree that governments lie, no doubt about it, but I find it hard to believe that an airstrike will be called in on you for standing up for your rights.

As far as this paper goes, I don't see a date on it that tells us when it was drafted, and beyond that I don't see any letter head either. If this is an actual document, both should be present. I'm not saying ti's not real, but it is missing some key details.
Beyond all that, WITHOUT this document, it would mean that the US government does not have the legal ability to strike against high ranking Al Qa'ida leaders if they are American citizens.
So the government NEEDS this document, to kill terrorists over seas, yet a bunch of you think it means they will use this document to kill civilians on the homeland.
I don't get it. Maybe it's cuz I'm a Canuk, but it just doesn't make sense to me.

I was a 922/121, Air Crew Life Support Specialist, amuogst other hats I wore. I was certified Combat Survival Instructor. I was at Aviano AB when Scott O'Grady got shot down. I saw him when they brought him back to Aviano. He was in the Triple Nickel, so was I from 1980 to 1983 :)

We, (my Unit) Launched 2 A-10's to go help rescue Capt O'Grady, I was there to help Launch our Guys. It was my job any way! I sure miss it quite alot, I was in for 18.6 years, my Avatar was my Rank when I got out. I worked with A-10's, F-16's, F-4D & E's, and F-15's. As well the B-52's for a very short time, Thank God.
I got 5 rides in the F-15B&D, and one ride in the F-4D, and I flew on the AWAX once. I had a very cool Career! I even met General Chuck Yeager, and suited him up to ride in tha back seat of one of our F-15's while in the Nickel
