I've heard this numerous times... I would say after turning away 5 times and having them change course each time to com at me, it would be a clear sign of intent to engage.... 16 miles seems awful close to wait before firing though.

It appears that these Libyan pilots got a tad bit over excited/over confident with their new Soviet aeroplanes (sic). But if you're not an expert MIG pilot, then you're flying a MIGLET.
