Officers were called to the property on Fair Isle Road just before 3pm on Friday.
Kayleigh Wotherspoon was taken to Queen Margaret Hospital in Dunfermline following the accident.
She was later transferred to the Royal Hospital for Sick Children in Edinburgh, where she died.
In a statement, the girl's family said: "Kayleigh was full of life and a cheeky wee monkey. A loving baby sister to Katelyn.
"The whole family are completely devastated and Kayleigh will be sorely missed."
Fife police (http://www.fife.police.uk/) said an investigation has been launched, but there appeared to be no suspicious circumstances.
"This is particularly sad case and our thoughts at this time are with the family of Kayleigh," said Detective Inspector Tom Brown.
"Our investigations are continuing and a report will be submitted to the procurator fiscal at Kirkcaldy.
